WA: One of two escaped prisoners recaptured

A 19-year-old prisoner who escaped from a Perth court complex yesterday has been recaptured.

The teenager was the second prisoner to flee the supervision of a private courts-security
contractor in as many days.

BRETT OTLEY was arrested at the near-city suburb of Glendalough about 1.30pm (WST)
and taken back to Hakea remand centre.

Police say he'll be charged with escaping lawful custody.

OTLEY, who escaped yesterday from the Joondalup court complex, was the second prisoner
in two days to flee while under guard by officers from the Corrections Corporation of
Australia, who took over Western Australia's court and prisoner security services in July.

The first prisoner, 24-year-old DAVID GRAEME HINTZ, remains at large.

The CCA was fined a total of $50,000 over the breaches and came under fire from the
state's opposition who claimed public safety had been put at risk because of Premier RICHARD
COURT'S privatisation agenda.

Vic: Caution plan for minor drug offences mooted statewide

Vic: Caution plan for minor drug offences mooted statewide

MELBOURNE, April 26 AAP - A program under which people arrested on minor drugs charges
were cautioned rather than prosecuted could be implemented statewide, Victorian Health
Minister John Thwaites said today.

Mr Thwaites said expansion of the drugs diversion program, which was piloted in Melbourne's
northern and north-western suburbs, depended upon funding by the federal government.

"The state government is currently negotiating with the Commonwealth government for
an expansion of this project to enable the cautioning and drug treatment system to be
adopted right around the state," Mr Thwaites told reporters.

"We believe that the Commonwealth will provide funding to enable extra treatment services
so that more people can be diverted from the criminal justice system."

Mr Thwaites, Police Minister Andre Haermeyer and Police Chief Commissioner Neil Comrie
today released a report on the pilot program, which has been trialed in Melbourne since
late 1998.

Under the drugs diversion program, people arrested for using or possessing illicit
drugs were offered a caution, provided they admitted their offence to police and agreed
to a clinical assessment and treatment.

Early drug users were diverted from courts, jails and contact with hard-core criminals
into education and treatment programs.

"This evaluation (report) is a real indication that if you do point drug users, particularly
young people, in the right direction, many of them will take up that opportunity," Mr
Thwaites said.

Mr Thwaites said 60 drug users who had no other drug-related offence at the time of
arrest or no previous convictions on drug matters went through the pilot program in its
first eight months.

Half of those users were 21 years old or younger, and in 95 per cent of cases users
were cautioned for heroin.

Thirty-five per cent of the drug users remained in treatment voluntarily after cautioning.

Mr Haermeyer said 65 per cent of inmates in Victoria's prisons were jailed for drug-related
offences.

He said sending some early drug users to prison was like sending them to "a university
of crime" where they were more likely to come into contact with drugs than they were in
the general community.

Mr Comrie said the report on the pilot drug diversion program showed that there were
alternatives to "locking people up" to make an impact on the drug problem.

Fed: Howard defends pollies pay rise

Prime Minister JOHN HOWARD has defended a 10 per cent pay rise for federal politicians,
but says he doesn't expect the community to be happy about it.

The Remuneration Tribunal yesterday recommended an $8,000 a year pay rise for backbenchers,
taking them to $90,000 a year, and almost $30,000 a year more for Mr HOWARD, taking him
to more than $230,000 a year.

Mr HOWARD, who's spoken out against executive salaries, says the rise is in line with
rises in the community over the pastee years.

And he says it doesn't bear any comparison at all to some of the extraordinarily generous
executive salaries that are paid.

FED: Talks begin today on P&O s plan to cut staff by 40pc

SYDNEY, Jan 15 AAP - Tough negotiations for a new enterprise agreement at P&O Ports will
begin today after reports the stevedoring giant wants to slash its workforce by 40 per cent.

The wharfies' union yesterday refused to rule out industrial action over the redundancy
target which represents the loss of almost 600 jobs.

Both the Maritime Union of Australia (MUA) and P&O Ports expect nothing like the
confrontation which characterised last year's Patrick stevedoring dispute.

However, the MUA's hardline central New South …
